Maybe we need a U.N treaty to address them too if we can't trust our own government to pass laws taking care of our sitizens.

Funny that the definitions section lacks a definition of disabled. You can possibly gleam one from the purpose section, but then again, I have a bum knee, does that mean I can't participate at a normal level in society. Overly broad and overly and completely useless.
