I always felt like UGA met this definition. With all the talent in that state and big recruiting classes. They just seem like to lay at least one (usually two) big eggs every year.

The reality is, even on seasons with very high expectations, the chances are that any team is going to lose 1-2. It's just incredibly tough to win out.

I'd argue its UGA in the Richt era.

They've had nearly a 70% win percentage under Richt. Tremendous amounts of NFL caliber talent has come and gone and no BCSCG appearances. UGA is a perennial 1st or 2nd place finisher in their Division with no meaningful hardware to show for it. Being so close and yet so far away has got to be getting old...
