I agree 100% with what you said, but I also think that the school should be more responsible. They obviously aren't. I would teach someone a lesson, the hard way.
I just hate teachers and administration from schools. They constantly bitch about more money and their jobs, yet act this way when anything inconveniences them.

If the school won't do anything with your friends intitial request, take it to the school board. Throwing a 16 yr old girls type hissy fit won't do anything except alienate your friends and his son.
There is basically two options - move the kid to another school (which would require going to the school board), or go to the school board for help with the principal. The answer is simple, go to the school board and ask them for advice and/or help.

1. What school?
2. I find it hard to believe the principal is ignoring this
3. Is it part of a school district? If the principal truly is ignoring, I would bring it to the school board, or if it is a private/charter school, bring it that board's attention. Board meetings are public. Show up and confront the entire board with the issue. Can't ignore that.

I'll add to the chorus...
Sue the school (board), the principal and the parents of the kid (assuming he's a minor, he can't be sued directly). It seems the school pricipal was aware of possible issues with these kids, and failed to take steps to address the situation.
Oh, and get the kid out of the school.
