for a whopping $500,000. this just shows to me that all the Arky offer did was change the timetable.

Because the amount seems to indicate that Arkansas wasn't a huge factor. If it was serious factor, why not a much larger raise. Alleva knew it wasn't serious. Why would it have a dramatic impact?
