I wouldn't doubt it.
Denying people the ability to put it on their company expense card would deter a lot of lunch and even dinner guests.
The restaurants that stay packed and are relatively small like a Fluer De Lis and Adolfo's don't care. They are on a wait all the time anyways. It has a limited ability to increase their revenues.
