I usually tip everyone I see anywhere who does anything.
I tipped a guy in the Dome Sunday for an $8 beer.
He just poured it so well.

If I have cash, I do. They screwed themselves out of tips when they started the credit card machines and didn't offer a spot to leave a tip.
I paid for a chili dog around 7 AM with a $20 a month or so ago after a long night of drinking. I was at my camp and the options were limited. The cute girl came out, was extremely pleasant to look at and smell wise, then went back in to get me some mayonnaise and ketchup for my chili dog along with my change. I told her she could keep the $14 or so left. She was beyond happy that morning.

I tip the change over $.25 or so. If less then $1 + change.
