I think he means just pick one up and then drop another and repeat the process every day to where they go to waivers. No?

They have to be on your roster 24 hours in order to go to waivers. Otherwise, they will just be a FA if you add/drop.

Nope, the commissioner definitely pick up 5 defenses, and he has them all on his team right now. They were the best matchups possible. He knew my D was on bye so he wanted to screw with me.

This league is close, 6 teams are at 6-4, and we're fighting for who gets the bye during fantasy playoffs.

That's cheating the system and a bullshite move. If he's keeping all 5 than its a fine move if he doesn't care about his bench spots
