It's not a hammer. It's a wheel dresser, used to keep the grinding surface of the wheel smooth and rut free. Look like the wheel on the right has a rut in it. Also the dresser should not be hung by a rope. Who ever uses the grinder will bump it with his knee.
Nice idea, this one!
