The SEC's headquarters

If Bama bias exists, how much of it derives from the fact that the SEC is headquartered in Birmingham and that for many years, Bama and the Bear were largely responsible for keeping SEC football in the national discussion?

It is not a "perceived bias". My friend was the LSU alumni chapter president there for 17 yrs & he has said many times that every SEC schools' alumni chapters there have begged their AD's to get it out of there. Go to the SEC baseball tourney in Hoover, look up at the SEC's box, and note all the SEC red jackets pulling for bama.He was LSU's rep there for several yrs & he said the whole box is full of bama alumni...wearing the red SEC jackets. As well, check out the total number of employees in the league office & compare that number to the number who are bama alums. For yrs, the #2 man under the old commish was a big bama alum. The league's director of officials is a bama alum. etc etc etc.

So you move it to Atlanta, and the majority of the people interested in working for the SEC are going to be UGA Alums.
New Orleans - LSU
Houston - A&M/LSU
Jacksonville - UF
Little Rock - ARK

There is no perfect location, but Birmingham is a small, insular city, which is Bama-centric. Even though UGA is in Athens, Atlanta would be a much better choice than Birmingham because Atlanta is a major, cosmopolitan city populated by people from all over the nation, with a world-class airport and world-class facilities, etc. From the standpoint of hiring a commissioner and other high-level employees, I'm sure many, many more potential applicants would rather live and work in metropolitan Atlanta than in Birmingham. What benefit UGA might obtain from this relocation would be nothing like the benefit Bama currently enjoys. GET IT?

It may not remove bias but move it to N.O. with the Sugar Bowl. FWIW, the SEC Championship game should at least be rotated and not always in Atlanta.
