Does a #4 ranking solidify a BCS spot?

No - #4 is only automatic at-large if #3 doesn't use that clause (is a conference champ, ND, etc.).
(and there aren't 2 teams from your conference already in the BCS)

Conference Champions (including non-AQ's in the top 12), Notre Dame, and the #3 ranked team if not already placed in a game will go before #4
