If you really want to fix some things in this country, make sterilization of mothers using illicit drugs during pregnancy madatory, make sterilization mandatory for parents with 2 children in which the family recieves public funded programs, refuse medical services for reccurent drug overdose patients, and place limits on care at the end of life where the majority of health care dollars go. Instead use the now saved money to provide education with the incentive of career placement.
