The Ruger SR9 you suggested interests me due to the high capacity (if she can hold it). The M&P and the Kahr simply don't hold the quantity of bullets I'd like her to have. I want her to have enough rounds to fend off multiple dogs.

With all due respect - and I'm sure you've considered this, .380's and .22 Magnums mean she'll probably have to make a very good shot, under high stress, if the attacker is determined (i.e. not deterred by the the presence of a gun).

I understand the issue of small hands. Have you looked into a Glock 19 with a grip reduction ?
Robar & Bowie Tactical do very good work.

You'll have 16 rounds of 9mm in a very dependable weapon, with less recoil, much better penetration and much better expansion than a .380 Bersa. Load it with HST or Ranger-T ammo, and she should be reasonably well-equipped for the threats you described.
