To take it a step further, get your MIL enrolled in a course of Self defense specializing in handguns. I'm sure there's one offered somewhere.
Also, remind her a weapon that she is not familiar with or competent with can be used against her by an assailant. Not to mention...should she choose to use the weapon, her lack of skill could wound/kill an innocent.
