Bear Bryant took one of the worst programs in the country at the time, won an NC within 4 years, won 8 out of 10 outright SEC titles in the 70s, and 6 NC's overall. So no.

Was Snyder allowed to sign 100 player a year to keep them from other teams?

The NCAA scholarship limit was at 95 scholarships when Bill Snyder took over at Kansas State in 1989 so the answer to your question is yes.

Every coach at the time was allowed to do that, and Bear's success against his peers is still better than Snyder's against his.

Here's the thing though, Bryant began coaching in one of the most transformative times in college football history. He won consistently in the one platoon system as well as the more modern two-platoon system. He had Kentucky competing for SEC titles (even had them in the national championship discussion one year) and going to bowl games on a consistent basis. In his final five years at Kentucky, they finished in the Top 20 five times, the Top 15 four times, and even managed to get into the Top 10 once. No other coach had done that at Kentucky, before or since.

And Bryant may not have had scholarship limitations....but neither did anyone else. Yeah...he won his biggest fame at a big-time program, but he also won consistently at places where a conference championship, let alone a winning season, is hard to come by.
