So, as long as they are willing to pay fines, they can still over spend...
That could still be a deterrent...
If you are over and buy a player like Falcao for £45mm, you are basically paying £90mm? plus wages...

Yes, that is my understanding based on the article. I actually think the MLB system would work pretty well. I'm not at all in favor of a salary cap in European soccer but to me this is a way of leveling the playing field to some degree and promoting safer financial practices in the market.
