I think Jaime actually has a lot of honor and the reason he acts the way he does is because of the way people treat him and expect of him. He killed a king he swore to protect that was a mad man and he had an ongoing affair with his sister that was married but the precedent was set with the Targaryens.

I also believe Jaime has a lot of honor. I just believe he did what he felt was needed to be done at the cost of his reputation without hesitation. After his hand got cut off, he was humbled and less headstrong. Jaime knows the game from being in court for so long.
Ned is honor bound. He is calculating but likes to blurt out his plans
(Reminds me of the Doctor in Doctor Who, giving the bad guy a chance) Ned doesn't know the game because they were kind of isolated up north.
