I seem to recall that the NCAA specified that the money must be used for programs dealing with child abuse (but not for programs under Penn State's control). The money is not going to the NCAA.

maybe I misunderstand your question?
did you not see the announcement of the sanctions from weeks ago? they talked about that in general terms then (it was pretty near the first sentence of the announcement)
