Under what other circumstances have players been able to transfer w/out penalty?

Always thought as long as a coach preaching "family and loyalty" can bolt overnight for another program without a waiting period the athletes should have the same freedom, in that scenario.

SMU for sure, and I think a few other schools that got hit with hard sanctions but I don't have any good links.
