It's probably because craigslist gives you a small sample size. If you look on eBay you find less price variation.

Google "MVNO"...
Bulk buyers of AT&T and other major carriers service. They then resell it at large discounts. Actually not sure how the major carriers are allowin them to do it because some of them are absolutely undercutting.
How they work: Take an unlocked smartphone/iPhone (using it as an example) and bring it to their network (bought directly from Apple-non subsidized-or after unlocking at the end of another contract with a major carrier) and you simply use their SIM. You utilize major carrier voice and data services, but typically at a major discount and with friendlier contractual obligations like month-to-month/pay-as-you-go or larger buckets of data).
My prediction is that these MVNO's will skyrocket as the major carriers have begun to shift their customers towards paying large fees for data usage. On a personal note I think the majors are killing the goose that laid the golden egg w/data charges.
All the studies and stats indicate that NOBODY is paying for 3G Data Plans on things like tablets, and when folks are at home, they're using Wi-Fi to circumvent data caps and usage limitations on data already.
The correct solution is not to INCREASE prices on a commodity that you already see people are wary of using and paying for. The aversion is there and quantifiable. Look how few people by 3/4G capable iPads? The majority buy WiFi only.
I think the major carrier who improves call quality-which has been wholly ignored and never perfected in the Wireless sector-or the ones who get cheap data is the best way to attract userbase and reduce churn will be on top.
