Very, very far from a waste. If bought, he would immediately slot into the first team and would be a huge boost. Here is a fantastic player discussion of him from r/soccer a couple days ago
Far and away his best asset is his pace, which would be immense for our midfield. WIth Lucas and Gerrard in the holding mid spots, there leaves a lot to be desired in terms of sheer pressing ability. Take a look at his acceleration and speed:
With him in the side, this is what our lineup would probably look like (assuming Suarez stays):
-------------Sturridge
Cou-----------Mkhit---------Suarez
That is a great front 4 that can fluidly move at will. Suarez, Coutinho and Mkhit can all play in any attacking position from the midfield, and they can all also play as wingers. Suarez can interchange with Sturridge, and Mkit can even play as a holding mid in a pinch (apparently where he plays for his NT). He has the pace and energy to play box-to-box, something we have been missing badly since Gerrard lost his legs.
Without Suarez:
------------Sturridge/Borini
Cou-------------Mkhit--------Downing/Aspas/Sturridge
Obviously not as good without Suarez, but still a good front 4.

Don't like his touch in tight spaces for that price tag. He does have great pace though

I agree, but that's not what I was getting at.

I would be very unhappy if we paid 20 for him. If we were throwing down 15 I'd warm up to the idea, but as of now I'd be very unhappy dropping that much on a player who I don't think is worth that price tag.
I will admit I hadn't seen that video. It makes him look like a superstar. I know he has great pace but his touch (in the videos I've seen) has been pretty bad. Pace like that is almost totally negated with a bad touch. The two skills go hand and hand with each other.
