I'd say odds are Ant Man first since it opens up so much stuff like Ultron and Vision.
As far as what I'd like to see it would probably be Black Panther. He's got a cool back story (and he could tweak Stark's nose a bit with his genius and Wakandan technology) and I think they could film the fight scenes a lot better with him. Ant Man and Wasp would have to be pretty much 100% CGI for the fight scenes (and pretty much any time they shrink or grow).

Next franchise? Out of the options above I'd say Guardians of the Galaxy and it will probably be badass.
After CA2, IM3 and Thor2, I'd say we see Ant-Man and Black Panther. Probably Ant-Man first.

I think Black Panther is already confirmed for a standalone movie and a role in Avengers 2. Marvel's been talking about Doctor Strange and Luke Cage for a few years now, possibly as straight to DVD movies.

Guardians of the Galaxy is the next Avengers-based movie because it's coming out in the Summer of 2014 fwiw.
Ant-Man is in pre-production but isn't expected to directly tie into the Avengers/Avengers 2. Ms. Marvel just isn't going to happen anytime soon. TBP and Doctor Strange will probably happen after Avengers 2 in 2015.

Live action, low budget, likely in the $5 - $10 million range. Mainly just to gauge the public's interest in some lesser known characters. If the movies are a big hit they'd likely get a big screen version or at least use the characters in some other big screen movie.
