How many ER can you have?

Im not sure where this topic belongs, but here it is anyways.
I just noticed all we have is 4 early enrollees this spring. I know in the past we have had more an we lost out on Keil and Miller in that debacle this year.
So is there a set number or soley based on scholarships for the current or upcoming year?

You can give out 25 new scholarships per year. Scholarships given out at the semester break can count either forward, or backwards depending on the amount of scholarships given out the previous year.
So, the only limit is the 25, along with not being able to exceed the overall 85 scholarship number at any given time.
