TortiousTiger, Didn't know if you found this or not. I only post because I too was convinced to claim this for my ecoboost until I read this:

Federal Clean Air act

look at Part C—Clean Fuel Vehicles 281.
It defines it there at 85 unless I missed something cause I am dumb when it comes to taxes. I would like to know what you think cause I am cheering for a loophole or something :)

I have a 2011 z71 crew cab flex fuel e85. Where do i stand on federal? Is it only louisiana? Only for year of purchase or years of ownership?

It's only Louisiana, nothing for Federal stopped in 2010. Only for year of purchase.

What if I buy a used (2011) E85 FFV. Does that count or does it have to be new?

My understanding is that it has to be new to you.

No problem! An extra $3,000 is always nice during tax season!

if you e-file directly from the state's website it will ask if you have any supporting documentation you would like to upload. I scanned a copy of my registration, my bill of sale and the window sticker showing the E-85 flex fuel as a fetaure. Filed on the 5th and got my refund today.

They wouldn't let me do it with one of my Enzo Ferraris, the first three were good, though.
