Ammo scarcity? It seems like I'm running out of ammo a lot.
Keep playing. The first part of the game you are mostly just trying to make money and buy ammo, later on ammo is no longer a concern, neither is money.

Enemy levels - as I'm doing a quest, I've ran into a few enemies I can't come close to killing. Do you run into this often?
Fallout 3 has enemy level at certain areas, for example, a certain area will have level 5 enemies. If you are level 2 there is no way you can get to that area, if you level up to level 7 -you can clear that area out easily. If you are dying a lot at one spot, You aren't leveled up enough to get to those places.

It feels like there's not enough to level you up early on, but I'm pushing through it. What's some tips on speeding up the leveling?
Don't rush through it. Take your time, stick with the main missions at first, you'll get there eventually.....and explore as much as you can. The reason I say there's no rush is because you have a level cap at 20. Once you reach level 20, there is no more leveling up. (Unless you have the game of the year edition, it's level 30)

About 7 hours in, and I really like the karma concept and the open world. Pretty dark and twisted, fits my sense of humor.
You're barely into it. I put in over 125 hours....I totally agree, most RPGs are dungeons and dragons type games, this one is dark, with zombies, super mutants, nuclear weapons, and killer robots.
And if you plan on putting in lots and lots of time into this game - take the comprehension perk. Skill books give you +2, instead of +1. Doesn't sound like much, but after level 30 those skill books are the only way to add to your skill score.
