Use the swift learner perk, and the educated perk as early as possible.

Then whatever you do, stay away from Downtown until you rank up some.

Educated perk is great, swift learner perk is a total waste. I used that perk too when I first played, right after I used it I realized there is a level cap so I went back to an old save and used a different perk.
Try different missions if you keep dying at one.
