Anything over 3mbps will be more than accommodating to play video games online. If you want to factoring torrenting, uploading, etc., then you're adding in extra elements that the OP didn't meantion.

1.5mbps should be fine to play CS, depending on your upload speed. Believe it or not, your upload is almost more important than your download. Your ping is more affected by the connection to the server, the quality of the server, and things you can't control, such as the connections between you and the server. The only reason to get high bandwidth from a company is so that you can do multiple things online and maintain speed. I can download something from a website and still game online, my roomate can be torrenting something and sometimes we have enough bandwidth that I can still do what I want.

So, 90% of people with a broadband connection nowadays have plenty of bandwidth for video games as long as they're not torrenting, uploading, or streaming anything. Pretty much your bandwidth has almost nothing to do with your online gaming as long as you have enough bandwidth to game online in the first place. If you want to throw in variables that the OP did not mention, then we have a bit of an argument. But the bottom line is your bandwidth plays MUCH less of a role in your game response time than ping does.

Your ping is your connection to the server, how long it takes for a packet of information to go from your computer to the server, based in ms. Your bandwidth is how much data you can move at once. So whether you have 5 mbps bandwidth or 50, your ping won't really be affected that much as long as you're not bottlenecking your connection via downloads and other external sources.
