This isn't hard to understand. Right now Iowa plays 7 home games a year with 4 of those being in conference and three OOC. When they move to a 9 game conference schedule, in the years they play 5 home games they will schedule 2 rent a wins at home and an away game against a BCS level school, in the years they have 4 home games they will schedule 2 rent a wins at home and a home game against a BCS level school. 7 home games either way.
