When answering in a thread

when you answer in a thread does that thread automatically go back to the top of that board because it was the last post commented on? I've been finding when I post to my own thread it doesn't go back to the top of the board but continues to go down further. Help?

Admin's go on power trip and think your thread is not worthy of being bumped to the top, but it also is not worthy of deletion. Idk confusing to me.
