Is it possible to receive a paypal payment that could be fraudulent in the sense that it's revocable or "faked"...AND is it possible to have your bank info stolen through accepting a paypal payment of large sums from unknown senders?

I don't see why not, especially if it was funded by a credit card. I know I've seen people dispute charges with their credit card company as much as a year later and the credit card company reverses the charge. Using a stolen identity to set up a paypal account doesn't seem implausible and when the real owner denies the charges I can see your payment getting revoked.

The EU uses commas But if the person isn't from there then that is kind of sketchy.
