The flow of the water will erode most all of that away within a short period of time let alone the seepage. That is the incorrect type of protection.

The water will be high for over a month, and the River hasn't even crested yet. HESCO baskets and SuperSacks of sand should have been used here. However, I have no idea where this is and therefore can't tell you how high the barrier needs to be anyhow. Logically speaking, if that is the Basin river in the background, and Morganza hasn't been opened up yet, you may see water 2 times the height of that berm that was built there. I am assuming they know the expected Inundation here thus that height.

From an Engineering perspective, I don't think it will last the duration of the flood fight as we go into June.

go to the ot and check out the video of the arkansas guy who saved his house doing sort of the same thing. Built a moat. House looks fine.
