Gandalf is the kind of wizard that would have come down out of the sky and given magic to the first wizards walking around in the Harry Potter universe. Gandalf is understated in the sense that he would close his eyes and tap his staff to stone and Dumbledore's magic abilities would be removed. Dumbledore is a man that became a wizard. Gandalf is magic that became a man. Just my opinion.
P.S. Those thinking that Gandalf didn't plan every single step of his adventure really don't understand his role in the tale. Gandalf was the tool that moved the whole of middle earth and removed the phyisical presence of evil forever, ended the time of the elves as was foretold, and allowed the time of man to begin.
