Salary Negotiations: How much should I ask for?

So next week I'm going for an in person interview.
The position is called a Health Communications and Project Consultant with a large (100-500 employee) non-profit organization. It is a mid-level position where I would be working with the Department of Defense and Veterans Affairs doing communications work.
The job is based out of Alexandria, VA/DC.
I've done my research and this is the range that I'm looking at.
Salary Scale
What should I say my salary requirements are? I don't want to overshoot and scare them away. I do want to get a fair salary though because it's pretty expensive to live in this area.

Always a tough question to answer. Say too much and you might scare them away. Say too little and they may offer you that, and if you decline they are going to be like "WTF? Thats what you told us."
Definitely give them a range, starting with the minimum amount that you would move to VA for, and then make the high-end something reasonable, but doubt you would get offered. Then just mention how you'll really take everything into consideration (i.e. cost of living adjustment, other benefits, how much you may want this position, etc).

also, that seems a bit high of a scale (like usual for sites like that)
