Govm shutting down BP

The House Natural Resources Committee approved Rep. George Miller's (D-Calif) amendment to bar new offshore oil and gas drilling permits to BP "
The Miller amendment would bar a company from drilling in the Outer Continental Shelf (OCS)if more than 10 fatalities occurred at any of its facilities, or if it incurred fines of $10 million or more under Clean Air or Water Act within the preceding 7 years.
10 Million in fines is not hard to rack up.

I want to scream.
I mean NO DISRESPECT to anyone BUT wasn't there in large part HUMAN ERROR or BAD DECISION MAKING involved here???
IF SO, you don't shut down the industry for that.
I'm getting REALLY PISSED OFF AND FEEL THE NEED TO SCREAM SO I'M TYPING IN ALL CAPS ... it's NOT making me feel a damn bit better.
