Orlando was doomed the day they signed Rashard Lewis to that huge contract.
Had Orlando planned better thay could have signed a max player this summer if they had stayed away from Lewis, Bass, and Carter.
Same thing is going to plague Oklahoma City if they decide to save their money for Westbrook and Durant. They have an oppertunity this summer to sign a player like Chris Bosh and then package expiring contracts in Nick Collison and Nenad Kristic for a player like Boris Diaw or Maggette and Randolph from Golden State (as they would love to get rid of that contract).
Teams like Phoenix, Orlando, Dallas, Utah and soon to be Oklahoma City are doomed by either cheap owners in Utah and Phoenix or stupid decision makers in Dallas and Orlando.
