Sorry after watching it a bit. I really think they are adjusting the a coupling that controls the angle of the riser insertion tube.
You can see as they adjust the angle more or less oil and gas are coming out of the riser .

I noticed BP had a disclaimer under the video that said the flow will vary during the top kill.
