You said it yourself that "everything is ultimately his decision." So why would you NOT blame him for not doing as well as hoped, wanted, expected, etc.
If a corporation files for bankruptcy after the president signed off on a decision that put them in that situation, well then who are you going to blame? The mother fricking president.

So if everything is ultimately his decision then, and he's responsible for everything that happens within the program, why is he never given credit for the accolades of 2005-2007?
