I thought it had to be made before season started because redshirts can not play in games if they are redshirted that season?

There is nothing to be "declared" for getting a redshirt. Case in example: Travis Daniels did not play all year and was gonna be a RS in 2001. But cpl of DB's get hurt in the SEC-CG and when Saban asked him if he would mind sacrificing his redshirt he agreed.

You're right they can't play. I think the decision to red shirt is one the coaches at each school make before the start of the season but they are not required to submit a list to the NCAA. At the completion of the season those names are then submitted to have the NCAA grant formal red shirt status on those players who did not play during the year.
