the coaching staff feels that this Cali QB is better right now than the NOLA QB, thus the first offer

How many QBs has LSU offered so far? Heaps, Gardener (who committed to Michigan), Connor Wood (Texas), and apparently Broadway. Anyone else?
I don't see why you think Munchie isn't going to get an offer for sure. It's not as if LSU is passing over Munchie by giving every marginal QB an offer.
