Coaches probably don't think the in-state guys will commit to LSU with our current situation like it is so they are going after other guys. Looking at his offer sheet it's not like it's a bad prospect.

Maybe so...He's not a bad prospect at all..
We got a 4-star QB in New Orleans though that will probably not get an LSU offer and end up somewhere else...I hope it doesn't work out that way..

Other way around.
It takes a lot more effort to get an OOS player to come here.
There is no risk associated with offering OOS recruits. Most of the time it's a way to gauge interest. It let's the recruit know that the school is interested and by the response given by the recruit, it'll determine if he'll continue to be recruited and evaluated or not. No harm, no foul.
Whereas, if the coaches give an instate offer this early, they better be absolutely sure about the prospect. Otherwise, they face damaging the relationship with the high school coaching staff which is why there are so few Louisiana players with LSU offers. Those seven have attended LSU camps (with the possible exception of Simon) and have been evaluated in person by LSU coaches at one point or another. The are aware of their abilities (academically and athletically) and personalities.
