Sunburst Hibiscus from root.

My wife and I have had this sunburst hibiscus for 3 years. Every summer it brought pretty blooms. Unfortunately the freeze in January won, or so we thought. In March we decided to leave the roots because they seemed alive. Fast forward a few weeks and what seems to be a new hibiscus is growing. Can anyone confirm? Also, what is the timeline from this stage to the first bloom?

Hard to tell the leaf size...but imo it looks more like a wild saltbush, baccharis halimifolia

I have a Cajun Hibiscus that froze and is coming back from the roots. I'll try to get a picture of it this evening.
