They really don’t want a war with Israel, they’ve been trying to avoid one for as long as I’ve been alive, and while they’re happy to hurt the Israelis, they wouldn’t do anything to risk a major conflict. The raid is also not the kind of attack the Iranians would organize. They like asymmetric responses that are difficult to respond to, or don’t compel a reaction. The Houthi blockade in the Red Sea is a good example of what they like to do, or the killing of the Israeli assets in northern Iraq. The targeted men were Kurds, and the attack did not occur on Israeli soil.
I believe the October 7th attack was solely organized by Hamas, and came as surprise to Iran and Hezbollah.

Maybe they wouldn't but If Iran is busy with Israel then they can't send weapons to Russia.
Someone has no problem with a conflict between Israel and Iran. Quite a few folks come to mind.

Hamas was created by Israel, they needed a more agressive enemy than the old fatah was willing to be.
