Generally speaking, and it doesn't matter where you are, if you are willing to pay and do what you are ordered to do by the court, you can keep racking up the DUI offenses for a while.

There’s no money to be had in going after unemployed drunk drivers on their 5th offense with a BAC of 0.22 and nothing to actually lose.

There’s money to be had setting up a road block (while people are driving around trashed all over town) and scaring an accountant who had a few glasses of wine with dinner and would pay whatever it takes to get out of it.
