Getting Collections Off Credit Report

Checking my monthly report and saw a collections account dinging my score. Through some investigation found out the NOLA Sewage and Water Board sent a bill to my old address over a month after closing the account out. Fast forward 6 months later and they sent it to a collections agency.
Called NOSWB and they said it was because they sent a final bill to the last address, and despite having a $0 balance at close there's still a bill.
Collections agency said they sent a text message and letters to the old address. Asked the collections agency if they would delete the account if I paid it and got a vague answer about they will "recall it in 30-45 days."
It's only like $200 so I don't care about paying it, just want my credit score back to over 800. Is it worth paying it over the phone or sending a demand letter for proof of contact and that it be deleted.

The old school way was the demand letter with a check.
The check marks paid in full in the "for:" line.
There may be someone in financial lending who can update the more modern methods.

Have you tried disputing it through whichever app you used to pull your credit score?

Definitely dispute it with the credit agencies. They collection company will have to prove the debt is legitimate. They will not have much information since they typically "buy" the debt in bulk, at a fraction of the value. If they cannot prove the debt, the collection ding will be removed. If they don't respond, the collection ding will be removed.
There is a VERY GOOD chance the collection company will not bother with sending the credit agencies a "paid" notice if you do pay them, and you'll still have to go through the hassle above.
I fought this battle several years ago for a similar BS situation. I also figured I'd pay the small amount just to get it cleared up quickly. I figured out the collection company uses the credit ding as a tool to get you to pay them, and they didn't care one bit about your credit report.

Settle it for 50
Then find someone to wipe it off your report
If they wipe it without it being paid or settled it will get reported again
