I think I remember my parents working with their dealership to get some option added when it made it to Houston. So I think the car came from Japan to California, then train to Houston. Then they added something minor at my parents request and then it came to dealer. Can you still get some stuff added at Gulf states by request?

Those are "port installed options", and yes those can be specified by the dealer.
