The residents who live over there would complain and it is probably a violation of a city noise ordinance.

No idk, that’s between DOTD/Construction Co. Probably the amount of lighting it would take? I’m guessing.
It’s only gonna be 1 lane in each direction until they finish the middle that’s being worked on now. Then they’re gonna open up the middle, leave one of the current lanes open & shut the other down.
So 3 phases.
1. Inside lanes & suicide lane
2. 1 outside lane
3. Other outside lane
