That's pretty close to the averages during the Les Miles era. I remember looking at this when Miles was here. We averaged like 70% LA, 20% TX MS GA FL, and 10% random places out of that footprint.
It makes sense for a bunch of reasons. The talent is here. Louisiana talent is often underrated compared to more populated states. Depending on the season, Louisiana always ranks high in NFL players per capita.

In the not so distant past, you could draw a 150-200 mile radius with the football stadium being the epicenter and capture the hometowns of the majority of players for for any program not named Notre Dame.
