You’ve got a few viable options :
Use for a birdbath base or for a big plant
Demo hammer below ground level and cover it with dirt and grass
Dig it out.
If you choose to dig it out you’re gonna need some sort of machine.
You ain’t getting that out with a pry bar. That’s a sonotube form, usually 3-4’ long.

I need to get it below grade at least. I have a golf cart that’s on the other side and it’s a pain in the arse. I’m also afraid I’m gonna pop a tire so I’ll need to somehow cut it to grade and fill with dirt.

I am not familiar with building codes for whatever deck the contractor was building but that seems excessive. I am sure they did not choose to dig that deep and spend extra money on concrete if they were not required to do so. 5 minutes on a shovel will give you the answer. No idea what a track hoe costs but I have moved plenty of 5 gallon buckets of cement and gravel with a dolly and that likely is a bucket and a half - 2 at the most.
