That I don't know about. I've always thought "Tiger Bait" came first. When I moved here in 1990, it seemed very strange to hear Gator fans saying "Gator Bait". So at the very least, "Tiger Bait" is much more well known.
But I do believe pretty firmly that Lawrence Wright originated the whole "If you ain't a ________, you ________ bait".

Actually I started it after an argument with an AU buddy of mine. It's actually if you're not an LSU tiger you're tiger bait.
She asked how she could be tiger bait if she was a tiger, i rolled off and said, bitch "if you're not an LSU Tiger you're tiger bait."
I thought I'd add answer a silly question with some fiction of my own.
