Areas with "excess capacity" refers to those rural areas.
I live in an extremely rural area and Starlink still considers me to be in a "Limited Capacity" zone and my price is increasing.
Starlink is still the best option for me. However, I feel kind of lied to based on the selling points that were pitched initially. It was marketed as good high speed internet with no data cap and relatively affordable while hinting at increasing speeds in the future.
After about 10 months of having Starlink:
- The price has increased by 20% and speeds are the same as when first installed. (Speed actually dropped by nearly half for a long time but picked back up a couple of months ago)
- There is now a 1 TB data cap.

Where do you live that's "extremely" rural, but still considered "Limited Capacity?"

All of which still apply.

I had put my $99 deposit with Starlink down a good year plus before it was even available at my address. Waited... waited ...waited. Received an email about price increase of roughly $100 on equipment to $600 (but I was grandfathered there at $500) and monthly would be $120. About that time they finally started running fiber optic up my way.
Long story short, I canceled my Starlink reservation.
