I think in this case it's to keep the action moving to hold interest and not so much to get the game over in a shorter period.

But with football when they say they don't want games to go over X amount of time, that's in the spirit you are talking about. We wait all week long for a football game so what's the hurry once we get there?

NFL games uniformly last 3 hours unless there is overtime. Nobody claims the games feel rushed and they are the most watched sport in the country. Part of the appeal is the pacing of the game is kept tight with fewer delays. College games were this way as well in the 70's and 80's, but that was mostly because there were fewer commercial breaks. I would love to see CFB change the stoppage of the clock after 1st downs and move to the NFL rule.
